By Jarrett Renshaw(Reuters) - U.S. President Joe Biden on Thursday again told Israel's Prime Minister Benjamin Netanyahu that he should not proceed with military action in Rafah without a credible and executable plan to protect Palestinian civilians, the White House said. The call between the two leaders on Thursday was the second time in less than a week that Biden warned Netanyahu about moving into the southern part of the Gaza Strip without a plan to ensure the safety of some 1 million people sheltering there. Fighting at the hospital comes as Israel faces growing international pressure to show restraint, after vowing to press its offensive into Rafah, the last relatively safe place in Gaza. Earlier this month, Biden said Israel's military response in the Gaza Strip had been "over the top" and expressed grave concern over the rising civilian death toll in the Palestinian enclave. The war began on Oct. 7 when Iran-backed Hamas sent fighters into Israel, killing 1,200 people, mostly civilians, and seizing 253 hostages according to Israeli tallies.

WASHINGTON (Reuters) - The United States is "deeply concerned" by reports that human rights activist Rocio San Miguel and members of her family have been arrested in Venezuela, the White House said on Tuesday. San Miguel is president of the non-governmental organization Control Ciudadano, which advocates for citizen oversight of Venezuela's armed forces. San Miguel's legal team says it has requested information from Venezuelan authorities following her arrest but has not received a response. Human rights groups say her lawyers were not present at her arraignment on Monday. Washington began reimposing sanctions last month after Venezuela's top court upheld a ban blocking the candidacy of the leading opposition presidential hopeful.

WASHINGTON (Reuters) - U.S. authorities have charged four Chinese nationals with crimes related to the smuggling of U.S.-made electronic components, including some with possible military use, to Iran, the Justice Department said on Wednesday. The Chinese nationals are accused of moving U.S. export-controlled items through China and Hong Kong to sanctioned entities affiliated with Iran's Islamic Revolutionary Guard Corps (IRGC) and its defense ministry, the department said in a statement. The alleged scheme resulted in the export of a "vast amount" of dual-use U.S.-origin commodities with military capabilities from the United States to Iran, the Justice Department said. "Such efforts to unlawfully obtain U.S. technology directly threaten our national security, and we will use every tool at our disposal to sever the illicit supply chains that fuel the Iranian regime's malign activity," Assistant Attorney General Matthew Olsen of the Justice Department's national security division said in the statement. The U.S. has issued arrest warrants for the accused, who all remain fugitives, according to the statement.

JERUSALEM, Dec 1 (Reuters) - Israel's military said it intercepted a rocket launched from Gaza early on Friday that set off air raid sirens in Israeli communities, around an hour before a seven-day truce between Hamas and Israel was due to expire. Israel's Kan public broadcaster described the sirens as the first to sound since the truce, which has been extended twice, began on Nov. 24. There was no immediate comment from Hamas or claim of responsibility for the launch. Israel's military said its Iron Dome missile defence system had intercepted the projectile. The truce was set to expire at 7 a.m. (0500 GMT).
